MDS is excited to announce we are welcoming back Athletics to our SY 2023-2024 for grade levels 3rd-6th. More information will be shared at a later date if we will be scheduling with local schools, Hopi Schools or if we will have intermural schedule within our school. Hopi Elementary Athletic League (H.E.A.L.)
The purpose of the organization shall be to regulate, control, and promote all activities within the framework of the rules and procedures set forth by the Constitution and By-Laws of the League.
To promote cooperation, good relations, and good sportsmanship between and among member schools.
To promote athletic activities within the regulations of the League.
To provide a common basis for administrators to study and resolve mutual problems that fall within the scope of this League.
To provide schools with a region to aid in the filling of athletic schedules.
H.E.A.L. is open to all elementary schools located within the Hopi Reservation and surrounding area who are willing to participate and abide by the rules of the League.
Any Elementary school may become a member upon meeting the requirements for League membership and paying league dues.
Section 2. Scheduling
Each League member shall be placed on the League master schedule.
Each participating school is required to have a representative present at all league meetings and functions. The Principal or Representative from each school is responsible for making sure that their school is represented at all League meetings. Meetings will be held once a month from August to May.
Section 2. Special Meetings
The president may call special meetings at any time she/he deems necessary or upon request of a majority of the league membership. The president shall preside at all meetings. In the event of his/her absence, a designee will preside or the vice president will preside.
Section 3. Official Representation
Each school shall be represented by a superintendent, principal, athletic director, or designee, that is employed by their school. Each school shall be represented by the principal or person designated by him/her from that school district and shall have one vote. This does not have to be a written designation. Only schools that are present and have paid their dues shall have a vote.
Section 4. Quorum
A majority of all league members shall constitute a quorum. A quorum must be present to conduct business.
Section 5. Rules of Order
Robert’s Rules of Order shall apply to the conduct of all meetings.
Section 6. Voting
Each member school shall have only one vote at meetings in which issues are to be decided. All voting except for routine business, shall be done by roll call or secret ballot at the discretion of the president or the members. Each school shall have one vote. Only schools present and current with their dues may vote.

The officers of the League shall consist of a president, president-elect (to serve as vice-president), secretary, and treasurer (appointed by the president).
Section 2. Governing Board
It shall be composed of a representative from each member school. The representative from each school shall be appointed by the Principal.
Section 3. Election and Length of Office
The officers shall be elected at the annual Spring League meeting. The length of office shall be on an annual basis.
Section 4. Qualifications of Officers
In order to be eligible to hold any of the above named offices, one must be the appointed representative of a member school.
Section 5. Duties of President
a. Call time and place for regular and special meetings.
b. Preside at all official meetings.
c. Appoint a Secretary and/or Treasurer.
d. Perform other duties expected of the president.
e. Send a current copy of the League Constitution and By-Laws to all member schools by August 1st.
Section 6. Duties of Vice President
a. Preside in the absence of the president.
b. Ascend to the office of the president the following year.
c. Perform such other duties as directed by the president and member schools.
d. Assist the president with administrative duties at league tournaments.
Section 7. Duties of Secretary
a. Keep an accurate account of the proceedings of all regular and special meetings.
b. Provide each member school with a copy of the minutes for each meeting.
c. Perform other duties expected of said office.
Section 8. Duties of Treasurer
a. Receive and account for all regular and special levies approved by the league.
b. Keep accurate records of all receipts and disbursements.
c. Pay all regularly contracted obligations incurred and approved by the league.
d. Perform other duties expected of said office.
Section 9. Duties of School Reps.
a. Attend all regular and special meetings.
b. Be a part of any committees that need to be formed.
c. Report any and all information to their school principal and coaches.
d. Make sure that all dues are paid on time.
e. Make sure that all rosters are sent to all schools before the second contest.
Section 10. Duties of the Governing Board
a. Oversee the operation of the league.
b. Oversee all league scheduled events.
c. Establish rulings on all issues concerning interpretations of league rules.
d. Decide all protests concerning eligibility and league rules.
e. Govern the league in accordance with the rules and the spirit in which the league was established.
f. Determine sports to be played for the school year and the length and time of each season.
g. All decisions of the board will be final with the concurrence of the majority of the Principals.
h. Approve all master schedules, final tournament sites, and all tournament brackets.
All member schools are required to pay a League membership fee of $50.00 for all of their boys and girls teams or a per team/per sport fee. The purpose of this fee is to purchase awards for all sports and supplies needed in running league events such as league tournaments and meets. All league fees need to be paid before the first scheduled event of each sport. No refunds will be given.
The dues of each member school shall be assessed per annum on an as needed basis at the spring meeting and are due and payable by October 1st of each year.
Additional levies may be assessed by a majority vote. Schools whose dues have not been received are ineligible to compete in the league final meet and tournament
The Constitution and By-Laws will become operative upon approval of the member schools present.
a. A member school may propose an amendment to its division and if approved by a majority vote of the division, it shall be submitted to the league at a regular or special business meeting.
b. A member school may propose an amendment to the league at a regular or special meeting.
Section 2. Adoption
Amendments to the Constitution and By-Laws shall be adopted by a three-fourths majority vote of members present.
Section 3. Notice
Notice of proposed amendments to the Constitution or By-Laws must be submitted to the membership at least ten days before final action may be taken on proposed amendments.
Section 4. Effective Date
All amendments shall become effective July 1st, unless otherwise specified
a. All schools will follow the rules and regulations set forth in the League By-Laws
a. All schools are required to have a representative at all league meetings. If a school is unable to have a representative present, they can give another school their proxy. All proxies must be in writing.
b. Meetings will be scheduled before the start of each sport. A notice of a meeting will be given one week in advance.
c. Any school not in attendance at a meeting is responsible for attaining information and decisions made at the said meeting.
a. The principal, athletic director, or designee is responsible for the conduct of coaches and school representatives.
b. The principal, athletic director, or designee is also responsible to ensure that fans of their school exhibit appropriate behavior and are not disruptive.
c. The coach of each sport shall promote sportsmanship, show good character and conduct himself/herself in accordance with league rules. Any coach not doing this can be subject to sanctions from the league.
d. Coaches are also responsible for the conduct and control of their team before, during, and following contests.
e. Each school is responsible for making their supporters aware of the fact that all sports contests are an extension of the educational program at their school. All supporters must act in a manner that is not harmful to the children. Any person acting in a manner that is threatening to players, coaches, or officials will be asked to leave the area of the event.
f. Each host school is responsible for providing an adequate number of qualified officials for each contest in which their teams are participating.
g. Each host school is responsible for providing timers, score keepers, and sufficient equipment for contests.
h. Each school is required to submit an official roster to the league before the first contest in a given sport. Failure to do so may be cause for the forfeiture of games already played. All rosters will include: names of players, age, birthday, and grade. All rosters must be verified and signed by the principal, athletic director, or designee. Additions to the roster shall be submitted to the league before Finals.
i. If a school should need to postpone an athletic contest, it is their responsibility to notify the other school before the end of the school day. Every possible effort should be made to reschedule the contest as soon as possible. If no notice is given, the contest shall be considered a forfeit.
a. All participants must be presently enrolled and attending the school for which they are competing.
b. No student who has reached their 13th birthday before August 1 will be able to compete. Special Education Students shall be the only exception.
c. Participants must be eligible to compete according to their school’s rules.
d. Participants are required to display sportsmanship before, during, and following all athletic contests.
e. Participants must be covered by some type of insurance. The league is not responsible for injuries that are incurred during participation in sports.
f. Students in grades 3 through 6 are eligible to participate. Other students may be allowed to participate if allowed by their school.
g. Proper attire and equipment must be worn by all participating athletes for their own safety and the safety of others.
h. Home School students may participate if they are living within the school district’s boundaries.
Section 2. Contest Rules
a. All athletic contests will be scheduled to begin no later than 4:30 p.m. Contests can begin earlier or later if both schools agree.
Section 3. Officials
a. During a contest, the decisions of the officials are final.
Section 4. Protests
a. Protests will only be allowed on the basis of league rules. No protests will be allowed in the case of officials’ judgements during the course of the game.
b. A verbal protest must be made known to the officials and the coach of the opposing team before the end of the contest in question. A written protest must be submitted within five working days of the contest to the league office.
c. All protests will be heard by the Governing Board within two weeks of the contest in question. The two members whose schools are involved in the protest will not be allowed to cast a vote in the decision.
d. Tournament protest committees will be comprised of head coaches from each competing school. Coaches whose schools are involved in a protest will not be allowed to cast a vote in the decision.
Section 5. Seasons
a. The first season of the school year shall be cross country. The season will begin on the first week of September. Meets will be held on Thursdays. The H.E.A.L. Championship will be held in mid-October.
b. Basketball season will follow cross country season. Games will be held on Thursdays with the first games scheduled for the first week in November. The
H.E.A.L. Championship Tournament will be held at the end of the season. The tournament will be seeded according to league finish.
c. Softball season will conclude the year. Games will be played on Thursdays, following basketball season. The H.E.A.L. Tournament will be held the first week of May.
Section 6. Awards
a. Awards will be given to the teams finishing first, second, and third in each sport.
b. During Cross Country, individual plaques will be awarded to the persons finishing first, second, and third in the final meet. Medals will be awarded to individuals finishing in the top 20 places. This is both boys’ and girls’ races.
c. Each child participating in a sport will be presented a certificate.

The H.E.A.L. Athletic programs are committed to providing students with opportunities to achieve the highest degree of sportsmanship, fair play, and excellence in an atmosphere of mutual respect. Through involvement in these programs and the success of this commitment, our goal for the students is to instill the value of education based athletics and provide a foundation for future life skills.

d. Refrain from embarrassing or singling out players.
e. Treat mistakes as opportunities for learning.
f. Acknowledge positively the efforts of their opponents.

a. Be respectful of game officials, players, coaches, opposing fans, and facilities.
b. Cheer positively during the introduction of players, coaches, and officials.
c. Cheer positively for their team and refrain from negative cheering and chants directed towards their opponents.
d. Demonstrate concern for injured players on any team.
e. Be reminded that they represent not only their school but their community and family as well.
f. Be expected to conduct themselves in an appropriate and civil manner.
Section 4. Parents
a. Respect game officials, players, coaches, and fans.
b. Recognize outstanding performances on either side of the playing field.
c. Be exemplary role models of sportsmanship by supporting teams in every positive manner.
d. Maintain composure at all times.
Section 5. School Administrators
a. Provide a safe, courteous, friendly, and fair minded environment to visiting schools.
b. Be responsible that the conduct of coaches, players, and spectators at any athletic or non-athletic contest adheres at all times to the principles and spirit of good sportsmanship.
Section 6. Officials
a. Set, promote, and maintain standards of good sportsmanship with the coaching staff, spectators, and student athletes.
b. Maintain composure at all times.
c. Be consistent and fair with calls.
d. Be reminded that they are representing the H.E.A.L. League.
